While many agencies have developed condition assessments of the majority of their assets, the critical step missing is the implementation of a Strategic Asset Management Plan.

Strategic Asset Management Plan demonstrates the stewardship of an agency’s highest profile assets, demonstrates fiscal discipline in expenditures, establishes a defined level of maintenance and provides for transparency and accountability of its assets to the entities stakeholders through the operational and capital budget.

A Strategic Asset Management Plan also demonstrates knowledge of assets that communicates to leadership that asset management is occurring with regard to inventory, condition, supporting the entities strategy, goals and objectives and is backed up through budget development and execution. Houston First Corporation

Wendorf Beward & Partners assisted Houston First with the development of an Asset Management approach. The agency is in the process of formalizing ongoing asset management strategies.

Houston First Corporation is a local government corporation that operates performing arts and convention facilities in Texas’ largest city. These venues include the George R. Brown Convention Center, Wortham Theater Center, Jones Hall for the Performing Arts, Miller Outdoor Theatre. Houston First also owns the city’s largest hotel, the 1,200-room Hilton Americas-Houston.

Port Authority of Houston

Initiated Strategic Asset Management Program with the Port of Houston. This eight-stage approach began with a program kickoff workshop with stakeholders to develop the program goals and objectives. Included with the program was an effort to identify Asset Categories, Classes and Components to commence specific work effort. Training was provided concerning Key Performance Indicators, developing and implementing Service Level Agreements and other metrics for measurement.

City of San Antonio

In 2005 the City of San Antonio Department of Public Works under the leadership of the principals of WB&P developed and initiated a 5 year Rolling Infrastructure Management Plan based on condition indexing of multiple infrastructures and compilation into a synergistic model used for operational and capital budget development and execution that has been improved upon and is still in use today.
